Bin 2 Marine Protected Area (MPA) Regulation Change Petitions
Consider evaluations, recommendations, and public comments in determining whether to grant or deny pending bin 2 MPA petitions for regulation change. Petitions or individual actions within petitions that are granted today will be added to the Commission’s rulemaking calendar for development and future consideration in a rulemaking. (Pursuant to Section 662)
MPA Petitions Goals and Guidelines
Deliberate and vote on all actions within the 15 bin 2 MPA petitions. Decisions could be to grant and continue to a regulatory process, deny, or take any other action the Commission determines is warranted by the petition such as considering regulatory amendments that petitioners have suggested during the petition process, or granting or further reviewing some portions of a petition.
MPA petition agenda items will include an introduction to the subject, public comment, and Commission discussion and action.
Ceding time will be allowed for the MPA petition agenda items (beginning with Agenda Item 26).
If five or more people cede their time to a spokesperson, the speaker will receive 3 minutes of speaking time and if four people cede their time to a spokesperson, the speaker will receive 2 minutes of speaking time.
For those attending in person, the speaker and those ceding time must submit their speaker cards all together at the staff table in front of the auditorium, before the agenda item is announced, even if you have pre-registered.
For those attending via Zoom, the speaker and those ceding time must either preregister or send an email message to fgc@fgc.ca.gov no later than noon on Monday, October 12; in both cases, include your name, the spokesperson’s name, and the agenda item number.
At any time, the presiding commissioner may ask for visual cues (such as raising hands or standing up) to express support or opposition.
Pre-registration will be available on the Commission meeting webpage beginning Wednesday, September 30 until noon on Monday, October 12.
It is highly advised to submit written comments by September 30; if you also speak at the meeting, then you can simply highlight the key points of your written comments when giving oral comments.
